If they followed the grievance procedure and there was no agreement, then the union can call a strike. Some professions can't even strike then (essential services such as the police) but I remember hearing last week that the TTC isn't considered an essential service.

they aren't, but I'm sure the motions are being made to make them an essential service.

(still won't prevent a wildcat strike ... just makes the penalities for one higher)

We call them "snap strikes," and the do piss off everyone.

it's a defined procedure... in my case it happens as follows:

prior/during contract talks, a strike vote is held
if talks fail to produce a new contract, a concillation board is formed (1 person from each side, they choose a 3rd person together)
the board convenes, and a report is issued
7 days after that report comes out, the union is in a position to strike
